Submission of 2023 Merit-Based Incentive Payment System (MIPS) information is due to CMS by April 15, 8pm ET. MIPS-eligible groups and individuals using the ACR® MIPS Qualified Clinical Data Registry (QCDR) should have completed their data upload for quality measures and finalized payment before the end of January.
Participants can submit Quality Measures, Improvement Activities and Promoting Interoperability Measures via the ACR National Radiology Data Registry (NRDR®) MIPS Participation Portal. ACR advises submitting to CMS as early as possible; if groups and individuals do not submit to CMS before the deadline, they will automatically receive a score of zero and the maximum negative payment adjustment. For those participants affected by the Change Healthcare Cyberattack, CMS is accepting the 2023 MIPS Extreme and Uncontrollable (EUC) Exception Application until 8pm ET on April 15, 2024.
The 2024 MIPS participation period is already underway. ACR began accepting 2024 data uploads in January, and we encourage users to begin uploading 2024 measures no later than April. The 2024 Quality Payment Program Final Rule removed a number of useful quality measures, but it kept the MIPS performance threshold at 75 points for another year rather than raising it.

- QCDR Measures removed for 2024: ACRad 38, ACRad 40, ACRad 42 and QMM20
One minor change in 2024 is that the data completeness requirement for quality measures has increased to 75% (up from 70% in 2023). Data completeness refers to the percentage of the total eligible population that was included in a measure’s performance calculation. Measures that fall below the data completeness threshold may be ineligible for scoring.
